of State for the Colonies.

Confidential. Your telegram of 18th January Scheme

for School of Chinese Studies at Hong Kong University

has my most cordial support. A Chinese merchant Tang

Chi hong generously has riven 60,000 for a building

to house this school and a site already has been provided

by the University. Cost of upkeep and maintenance of

school and its staff is estimated at $60,000 per annum.

Local

contributions collected by Hong Kong Chinese at

present totals $200,000 which at 7 per cent interest

produces $14,000 per annum.

Trade in the Colony is depressed and there is

little hope of further large local contributions to this

scheme. If the Rajah of Sarawak could give £50,000 and it

could be invested at 7% this would yield $35,000 at a

2 shilling dollar or a little more at present low silver

The Hong Kong Government would willingly vote

exchange.
